Howard Mischel

A practice leader for the Global Bond Insurance Ratings Group, Howard Mischel joined Standard & Poor's in April 2001 and has spent over 25 years in the public finance industry. Most recently he was a managing director with American Capital Access, a specialty financial guaranty firm, which he joined in August 1999. Prior to joining ACA, he was a senior vice president and the Director of Municipal Research in the Fixed Income Department of MFS Investment Management in Boston. From 1991-1995, Howard was the managing director responsible for the Public Finance Department's Regional Ratings Group at Moody's Investors Service in New York. He also was a vice president at two major banks from 1985-91. At Marine Midland Bank, he was the director of municipal research, supporting its investment banking, trading, letter-of-credit and financial advisory operations. While at Union Bank of Switzerland, he helped establish them as a major player in the municipal letter-of-credit market. Earlier in his career, Howard spent nearly eight years as a credit analyst and manager at Moody's and also worked as an urban planner.



Robin Prunty

A director in the Standard and Poor's Public Finance Ratings Group, Robin Prunty is an analytic leader for state credit ratings in the State and Local Government Group. She focuses on general obligation, lease, special tax, utility, and short term debt credit analysis. Robin is a member of the New York State and New York City credit committee and also has analytic responsibility for the states of Florida, Connecticut, Delaware, North Carolina, Wisconsin, and Maryland, as well as local governments throughout the eastern region of the country. Robin is a member of the New York State GFOA as well as the National Federation of Municipal Analysts. She has been at Standard & Poor’s since 1987.



Parry Young

A director at Standard & Poor's Ratings Services. He serves as primary credit analyst or chair of the standing rating committees for a number of states and local governments with a current concentration in the Western United States. He is the sector leader for issues related to pension and other postemployment benefits, including related factors affecting sponsor and pension fund creditworthiness, and pension and OPEB obligation bonds. He has over 20 years' experience in public finance. He is a member of the National Federation of Municipal Analysts, the Municipal Analysts Group of New York and an associate of the Government Finance Officers Association. In 2004, he has completed a six-year term as an advisor to the GFOA Committee on Retirement and Benefits Administration. Also, he served as a member of the Governmental Accounting Standards Board task force on Deposit and Investment Risk Disclosures. He holds a B.A. from New York University and an M.B.A. in finance and investments from the City University of New York.
